The 2026 SVP Change, and What It Means for Your Visas

Saudi Arabia's Skill Verification Programme is no longer a formality. For listed trades it now decides whether a visa issues at all.

As of 2026, work visas and iqama renewals for listed trades are blocked digitally without a valid SVP certificate. There is no manual workaround at the embassy stage — the file simply does not proceed.

Pakistan was the first country brought into the programme. It began with five trades — plumber, electrician, welder, refrigeration and air-conditioning technician, and automobile electrician — and now covers more than a thousand occupations across 23 sectors. Assessment is two-part: a theory paper on safety and technical knowledge, and a practical test of the work itself.

How we handle it

We assess a candidate against the SVP standard for his trade before he is submitted to you, not after. Testing is done at NAVTTC-authorised centres — we book the slot, send the candidate, and track the result through to certificate issue. The practical effect is that a worker reaching your site has been tested twice: once by us, once by the Kingdom.

This is where most delays now originate for employers using agencies that treat SVP as paperwork. A worker who fails the practical at the Saudi end is a mobilisation that has to start again.

The Attestation Chain, in Order

Sequence matters more than speed here. Files sent out of order come back.

Three documents open a file: the Demand Letter, the Wakala (Power of Attorney), and the Agency Agreement. All three must carry attestation from the Chamber of Commerce first, then the Pakistani Embassy or Consulate in Saudi Arabia. Sending them in the reverse order is the single most common reason a file is returned, and it costs a fortnight.

On the Pakistani side the documents are registered with the Protectorate of Emigrants, which is what makes the deployment lawful and the worker insured. A placement processed outside that channel is not a shortcut — it leaves the worker without protection and the employer without recourse.

We audit every file internally before embassy submission. It is unglamorous work and it is the reason our clearance rate sits where it does.

Embassy appointment availability

Consular capacity fluctuates. In peak periods a stamping slot can add a week, and no agency controls that queue.

Medical referrals

A GAMCA referral for further testing adds days. We book medicals early rather than late so a referral does not sit at the end of the pipeline.

SVP scheduling

Test centre slots are finite. Booking at submission rather than after selection is what keeps this off the critical path.

A document attested out of sequence goes back. This is avoidable, and it is why we check your paperwork before you send it.

Domestic Staffing

Two Different Routes, and We Run Both

Domestic staffing and skilled trades are not the same process in Saudi Arabia.

Domestic workers — housemaids, household drivers, domestic support — are recruited through MUSANED, the Ministry of Human Resources platform handling e-visas, e-contracts and e-Tawtheeq attestation. Contracts are signed and attested electronically, which locks in salary, hours and duties for both sides. From January 2026 domestic salaries must also be paid electronically through the platform. We hold active e-contracting partnerships there.

Skilled and technical trades — welders, HVAC technicians, engineers, heavy equipment operators — do not go through MUSANED. That route runs on a block visa with an attested Demand Letter, Wakala and Agency Agreement, followed by Protector of Emigrants clearance in Pakistan.
